International Standards Workshop
for the Global Oil & Gas Industry
in Australia
19-20 February 2009
The International Association of Oil and Gas Producers (OGP) in association with Australian Petroleum Production and Exploration Association Ltd (APPEA), National Offshore Petroleum Safety Authority (NOPSA) and Standards Australia organised this workshop for professionals working in the Australian oil & gas industry that make use of standards in their work.
Objectives
This workshop was designed to provide professionals of oil & gas companies, national authorities, service providers, the supply industry and rule-making authorities with the opportunity to broaden their understanding of international standardisation activities for this globally important industry sector.
The workshop reviewed and discussed the international and national standardisation work, the role of the authorities, industry and standardisation bodies in the ongoing standardisation. It explored experiences within other relevant countries and regions of adopting such standards for the oil & gas sector, including the challenges facing harmonisation of company and local standards with International Standards.
Aims of the workshop

Introduce OGP to the Australian oil and gas industry, with an overview of the broad role they play and work they do in the international oil and gas industry
Introduce International Standards – their development and use.

Improve understanding of how ‘standards’ fit into an objective based, non-prescriptive safety regime where decision making is based on the principle that risks should be reduced to as low as reasonably practicable (ALARP).

Explain how Australian & New Zealand Standards fit into overall International Standards.

Provide an overview of the oil and gas industry’s experience with International Standards to date.

Identify what Australia can offer the International Standards development process eg: areas where Australia has particular experience such as with FPSOs and Cyclones.

Identify how the operators in Australia can contribute to the International Standards making process

Examine a number of case studies from industry.

Provide an overview of the international standardisation process with particular focus on the efforts, work and products arising out of ISO Technical Committee No.67 that focus on standards for “Materials, equipment and offshore structures for the petroleum, petrochemical and natural gas industries”, used both upstream and downstream.

Provide an up to date overview on the importance and benefits of standardisation in oil & gas industry and explore the activities and experiences of international, regional, national and company standardisation in this field and how Australia can participate and influence these standards.

Develop a clear picture on the benefits of adoption of International Standards in a goal setting regulatory regime and identify the difficulties facing international standardisation and suggest effective solutions in this regard.

Identify and define the Australian oil & gas sector standardisation needs in view of a growing oil & gas industry and the ongoing globalisation efforts.

Provide an opportunity for a detailed Q&A session with national professionals of oil & gas companies, national authorities, service providers, the supply industry and international representatives.
